Yes it is – all the palaces I saw were. The Nazis destroyed most of this one in WW2, but most of it has been restored.
The Soviets kept most of the palaces intact to show the workers what they had revolted against – of course, those who replaced the Tsars ended up murdering and oppressing more people than the Tsars did.
